Dale grew up in Norfolk, and attended Park Place Methodist Church with his family from the mid-1950s until 1973. He graduated from Maury High School in 1973, and then from Old Dominion University in 1976. He met his bride at Park Place, and they were married there in 1976. He and his wife Diane were part of the core group that founded Immanuel Presbyterian Church in 1981. He has been an elder in the church since its inception and has served in various leadership roles in other church affiliated organizations. Dale recommended to IPC that they begin partnering with LAUNCH to minister in Park Place in 2017, where he serves on the leadership team as captain of the career focus. He also serves on the advisory team for the Empowerment Center for Children, Youth, and Families (ECCYF).

Dale has been employed in the financial services industry since 1976. He currently is a Financial Advisor as well as a Chartered Retirement Planning Counselor and an Accredited Portfolio Management Advisor working with his son at Ameriprise Financial in the Town center of Virginia Beach. He has also served since 2005 as a Medicare Specialist Independent Agent.

Dale and Diane have three sons and daughters-in-law and seven grandchild
