Mr. Morgan is a life member of the Virginia Local Government Management Association, having served five counties as County Administrator over a period of 27 years. He also served as an elementary school principal. He has a B.A. from North Carolina State University, a M.A. from the University of Virginia, was awarded an Education Professionals Development Fellowships by UVA, and is a graduate from the Colgate Darden Business School, Senior Executive Institute. He currently volunteers to assist financial and administrative matters for ECCYF.
